骑士老师，我想问下，在第一题中

conform  （to， with）遵守， 符合
  例：conform to the customs of society 遵守社会习俗
      conform with the regulations遵守规章
comply with 遵守
   例：comply with the rules   遵守规则
       comply with a formality 履行手续

这两个词都有遵守的意思，而且都可以跟with的啊，还有别的区别吗。谢谢
